Depends on what state/county and 20 years old I think is mostly incorrect. Its 30 years in Oregon.... or atleast it WAS... now its just anything older than 1974 or something. Not sure about cali... I doubt they would be that lax.

CA law is non-diesel vehicles 1976-present must test. 75 and older is exempt. It used to be a rolling exemption (anything 30 years and older is exempt) but they stopped at 76. CA=

Currently in the areas of texas that have emmisions it is 25 years or older that are exempt. I have heard that this will stop with '86 cars, but I tend not to believe much of what that guy says, sop who knows.
I don't have DEQ in my area.. but the entire portland metro area, all of washington county, medford, and I think Bend has DEQ.
Most of Yamhill county and other very desolate areas don't have it. I'm assuming you live in one and have never left it.

Not even for the Turbovert I brought in from out of state (Racing Beat Turbo-back Exhaust and no emissions). DMV didin't bother taking a look at the car, I just registered it without any extra steps from a Florida vehicle.
I don't know what would happen if you got pulled over for an exhaust. I figure 99.99% of the time it's because of noise. Since it's Florida I suppose you pay the tiny fine to say you fixed it and be done with it. I got a $55 ticket for my uber dark front window tint and they never bothered to check if I had taken it off or not (I didn't)
Atleast you can buy passing exhaust, and throw your grey-area exhaust back on after the test. The cops aren't LOOKING for you.
