NY Thinking of moving to L.A. area from NYC, got a few emissions Qs

Alright first off I live in Queens NYC. I love NYC, theres no other place like it but I just wanna get away for awhile and do something else. Been looking at a couple of places and jobs in the L.A. area and they're looking pretty good to me so far so I'm starting to really consider it. Only questions I got are:

1. Do cops bother out of state drivers about exhausts and mods to their cars? I'd be keeping my NY plates because I dont have any emissions on my car at all and Ive heard how Cali is with visual inspections and tickets and everything. Here in NY $80-$100 buys you an inspection sticker no matter whats done to your car so thats what I'd do while living there.

2. How is the rotary community out there? Also wondering if car theft is a problem for FDs out there. Here in the NY area car theft is a huge concern, not as much with Mazdas as with Hondas and Toyotas, but its still a major concern. Wondering if parking on the street is a huge liability in the Van Nuys/North Hollywood area.

I'm not afraid of the "streets" of Cali, anywhere with palm trees and houses in the hood doesnt scare me at all, I'm more afraid of police giving me tickets even if Im just in LA "visiting" with my car. Here in NY they dont mess with out of state plated cars so I was just hoping it was the same as over here.

Cops just leave you alone for out of state usually. Friends gots a really obviously not cali smog legal silva14 and he hasn't got pulled since he switch to Florida plates a year ago.

I did once and he didn't respond.

Usually cops do not bother out of state plated cars. (GT-R has florida plates).

There is a big rotary scene too. Depends where you go, mainly Orange and LA counties.

Thats whats I like to hear. I'm looking in 2 areas mainly so far, Van Nuy/North Hollywood and Koreatown area. I'm gonna have to go take a flight out there again to check some areas out because last time I went to LA was about 2 years ago and I dont remember all the different areas that well.

Man, you"ll be straight. Wherever you move to, just get an alarm and other theft prevention stuff. If you got an FD...then im sure you got dough to afford some good theft systems.

Van Nuys is cool, but I prefer North Hollywood....especially around the lankershim/burbank blvd area. Lot's of cool chicks floating around and cool night life....think it's called the NOHO arts district.
