Just pay the ~$430 fine to the local authority and be done with it.
You do not need to take it to a smog ref.
I know from personal experience and so do others from this forum that is all you need to do to make it go away.
You play you pay.

There is another way around the bi-annual testing to permanently exempt your vehicle except at change of ownership. Doesn't cost a penny either

However, if you get nailed by the police, you still need to pay to get it dismissed. That is still better than having to deal with smog imho.

it's easy, look at a smog region map. 30% of the state is no smog, but obviously modified cars are being kept on a short leash so if your car looks modified this could cost you more than it would if you kept your car registered legally.
I've never gotten the part where you actually get your smog cert...
Since people send junk mail all the time, and I don't want to drive to corcal 2x a month, how do you check on you box ? And if it's forwarded won't they catch on ???

I live in a non smog county. Only on title transfer. Never again. The only tickets they give here are modified exhuast. And usually the highway patrol will just sign it off for you. The last time I went down there the sergent said "**** my deisel is louder than that". If you need a po box up here pm me.

As Dave alluded to, If you are going to own a car like this you better know the game.
There is a way to get out of the Biennal Smog check.
I thought I posted this before, but anyways, here it goes.
Go to the DMV website, and download a form called "Statement of Facts"
On this form look at "box b". It states that if you car is currently out of state you can waive the smog, and just pay your normal registration fees.
You need a trustyworthy friend in a state other than Nevada, for your registration to be sent to.
You fill out the form, state your car is in another state. Give the DMV the out of state address to send your new registration to, and pay your fees. When your registration shows up at the other address, have them mail it to you.
Viola! new registration, and no smog.
Here is a link with all kinds of fun forms for the DMV.

You could say; I live in California however I visit my (insert family member here) in Arizona so often that I keep my vehicle there so I have something to drive when I fly into town. The week of the "accident" I happened to have driven it home. Maybe that would work. Any insurance people here???

That does not exempt you from having to find a way around the bi-annual testing.

So what happens after you pay the fine, you avoid going to state ref and having to change anything out. But what if you get pulled over again a week later with the same violation? Does the first fine you paid off for "modified stock equip" exempt you for a certain period of time?

I really wish that site was updated. What links that did work were fun to read.

He's not saying to change the title or registration to another state but to claim the vehicle is temporarily out of state.
There are less no smog county's I think it's down to about two (one down south and one up north) and it can be done that way. Note this may not get you out of smog if it's allready due but it is good for as long as you own the car.
You want to avoid referee tickets because as I was told after the third one the fourth is mandatory and you can't bail out of it.
