I also heard that Bakersfield has a track... famoso raceway. They run @ night on some days too. There's one on May 14...

And about the rotary crapping out: as long as the supporting stuff attached to the motor is good and the tune is good there's no reason for the motor to go. Make sure you have a solid engine to start with and go over EVERYTHING (fuel, ign, electrical, sensors, I mean EVERYTHING) before you put the engine back in and fire it up.

if you cant launch, it doesnt matter which track you go. so I say practice at Irwindale and dont be cheap, spend $$$ on a set of slicks so you dont have to be afraid of the water box.
