If you rub thru the fender liner (or remove it), you will start rubbing the thick wad of wires.
Have you thought about going with a 35 instead of 40?

Also the liner is part of the ducting that takes the heated air from the cooler(s) back to the Fender Vents.
W/O the fender liners the cooler(s) will be exposed to all the road debris thrown up by the tires and the the tires & brakes will be exposed to extra heat from the oil cooler(s)

With stock suspension? There is no way you should be hitting the fender liners. Those tires are essentially the same diameter as stock. You must have a problem with your suspension....
