Depends what type of mobile smog unit he is talking about. If it's just one that sits on the side of the road unmanned.... if your car is dirty, they will just mail you a notice that you might want to get it checked out. They don't hand out tickets from that.
If it's a CHP manned station......... it is voluntary. After the officer calls you in, you simply tell him that you dont want to volunteer.

The mobile units manned by Sherrifs or CHP are there to check the smog stations that smog your car. Its a way to go after "dirty" shops. If you volunteer, they take your smog profile and compare it against what the shop submitted the last time you got checked. If there is a big enough difference, they investigate the shop.
So if you get a "hookup" on smog, avoid these like the plague, or you're gonna burn your shop.

Anyone want to go over the procedures on what they ask when you get put through one of these smog Natzi lines?
Volunteer? Don't they impound your car and arrest you if you don't let them check everything out?
I have no idea since I've never been popped by a smog checkpoint. Just DUI checkpoints... I just hope they don't combine the two. heh.

this all still sounds completely frightening. Im sure if i pulled up in the FC running a straight pipe and they sniff'd it; there would be problems
how is it just volunteer? everyone that knows theyre going to blow dirty are going to say no; im sure its just typical cop bs and they force you into it if they know somethings up

they aren't there to impound cars or try to catch modified cars. 99% of the time, the BAR guy's have told the CHP officer ahead of time what type of cars they are looking for (like 85 and earlier pickup trucks). The officer then looks for vehicles matching the profile and calls them in. The officer working that is always on overtime. If you get called in just say that you are running late for something and don't care to volunteer.

ok, yes, they are voluntary. if they shuffle you into the line, they will run your car, nothing voluntary about it.
they also have been setting up roadside laser units that judge emissions usually on on ramps or off ramps.
its insane what they are getting away with lately, makes me really start to question whether or not they understand what they are doing. meaning, go after **** that they dont understand, only because, the general public doesnt know otherwise
ive had inspectors run cars on me during smogs, its always kinda nerve racking, but, if proceedure was followed every time and people werent lazy, this **** wouldnt be happening.
