Ok here is the deal, I got pulled over for speeding, and the cop saw my pillar gauge and asks to check under the hood. I have no emmison controlls with a 13b-re swap in an FC. Before he got the chance to check under the hood he got a call on the radio and had to leave.
So I know my car isn't smog legal. I havent yet had to smog it, and won't for another year. In my previous GSLSE with no smog controlls I would just have the registration sent out of state when the smog was due. But its seems like times are changing. I have read recently that they are going to have automated smog checking devices in san diego soon.
My understanding is that for a car with an engine swap you can get it certified as smog legal if it has all the OEM smog controlls.
Would it be possible to get a 13b-re past CA smog as a 13b-rew powered car
Assuming I make it look like an rew with manifolds and other parts.
What mods are legal for the visual? Specifilcly are FMIC's legal?
What about intakes?

the 13B-RE is not legal on any car in the states.
You might be able to convince them it is a 13BREW, but then you have to meet 93-96 emissions standards including the visual... which the 13B-RE won't do.
Your best bet is to get as much as you can and pass the actual sniffer test, and then if they won't let you pass on visual, then ask for a referee station. The referee station only cares about passing the sniffer.
But I suspect you are screwed, as you can't run the car on diesel and won't be able to have the particulate trap anyway.
And a FMIC should have no effect on emissions. It does not matter if it is a front mount or top mount.

I ran a first gen on deisel once when I ran out of gas near a truck stop. Flouled the plugs and smoked and had what seemed like 40 HP but it got me to gas station.

I have no other input except that next time: Do not even think of opening your hood. The gauges ARE LEGAL therefore there is no probabe cause that you would break the law and remove emissions equipment.

In this case it would be if there were witnesses and the car's description matched your vehicle's or something of the sort.

They can tow your car for any offense, and get away with it. Try screaming harassment when you have your car breaking the law. Harassment only works if you are not violating the law.
If you have modified the intake, exhaust, engine, and it does not have the CARB stickers you have broken the law.
And even if you have not modifed the car... they can tow it under suspicion and applogize later and have nothing happen. In fact a judge would even throw out your harassment case, if they appologized.
The real world is a little different than a Criminal Justice class at the local community college.
From my friends experiences with honda's, you can have allmost any modifications in the car, and the onlything that will get you sent to a ref is a removed air pump or removed cat.

I was stereotyped in my lowered CRX in whatevr that city is with the racetrack. pulled over at 2am (lost my booty call) and was harrassed with lies. Was told i was driving too fast, then too slow, then unsafe lane change, then not using blinker, then not using it soon enough, went on and on. He had allready called in the tow truck before he pulled me over! I showed my registration but did not have the sticker. I showed him a printout of VC proving I was legal but that only made him more of a dick.
bottom line: he towed me illegaly, harassed me illegaly, left me without transportation at 3am screwed. He knew he was wrong and didn't care. He knew I was going to file a complaint and take it to court as I vowed he didn't care. As he said, yes i'm wrong and yes you will win but I still get to tow your car tonight and nothing you can do about it. Yes, you can get me in trouble but tonight your still fucked (basically his words). I filed a complaint (nothing happened, he was the sargent). Took it to court, got 1/2 my money back because stoarage company is not gov/state owned. Took me over 7hrs to get my car back and over $700 and only got 1/2 back with an apology from the judge and put on the city's black list to get fucked again.

Holy ****. Someone that is right for a change when it comes to law enforcement. Thanks Icemark for clearing that up. It is A LOT easier to search a car than a house. All you need is a reasonable suspicion that the driver could have modified the engine (loud exhaust, guages, lowered).

I have denied searches of my vehicle in the past. The cops don't like it and it's certainly not fun because you will get harrassed, but if you know your **** and prove it you might get the best outcome. Or get your **** towed (I have never gotten my car towed BTW)... Life is a gamble. I'd rather get my **** towed and file a complaint againts the officer (1 complaint does not do **** but if they accumulate it makes a difference, so why not?), than pay big $$ for stuff under my hood.

Now after your win and apology, did you try to go after the cop in civil court? Meaning person to person lawsuit so the cop has to pay out of his pocket. I know that judges are exempt from civil lawsuits due to making bad decisions while on the job (negligence, abuse of power) but I'm not too sure about police officers. Last I remember they weren't exempt but that was years ago.

^ I asked about it and with great suprise and very reluctantly they realized they had to find out and I was told pretty much the same with them being on the clock it wouldn't be a personal law suit and I couldn't sue the storage place because it wasn't their mistake.
Another note, in my lifted Ford F150 I never get pulled over or even looked at whether I am speeding, changing lanes or anything. Are they steroetyping me as a rich white boy? In the CRX I allways got followed and pulled over all the time even whithout doing any wrong. In the truck since it's an auto I tend to use the cruise ont he frwy and on the streets i drive within limits. The problem I now have with the truck is everyone in front of me are allways ********. If they would take their eyes off the rear view mirror and look at the road like they are supposed to then they wouldn't slow down and it wouldn't look like I was tailgating becasue they drive 5mph with no foot on the gas pedal. I even have asswipes stop short trying to get me to rear end them. Little do these stupid people realize I would actually drive over them and stop on top and squish them like a bug!

I don't quite understand what gauges have to do with beeing "Modified" just cause you have a ricer 12" tach on your civic doesn't mean you're modified jack, just means your blind or stupid

but really, I am sure putting CSU Chico in bold would do better than putting in Miramar Community College... anywhere... in any font... on any resume...
Who knows, maybe they really would skip over them Miramar Community Insitute of Technology 2 year grad students!
Too bad it will still take ya some semesters to get there....

A long time ago one of my Marines got pulled over, car towed blatantly harrased and left. The only thing not stock on the car was an exhaust tip. It even had a stock muffler. When he got the car back it was thrashed. The engine had been run with no oil, the crankase was full of water and it was knocking bad.
He hired a layer, and found out that the cop had several complaints alleging racism (the kid was asian). I think he sued for violation of civil rights. He made around 90K out of it and got the cop fired. This was in downy about 3-4 years ago. Him an his brother also got some other form of revenge, but I'm not going to post specifics on the internet. Eye for an eye.
