Light problems, Plz help.

I think its wired like that on purpose. I guess its done like that in case your parking lights dont work (short or something), it takes your instrument panel lights along with it as a way to tell alert you. Something along those lines. Remove that fuse on your car to see for yourself what that fuse controls.
