I did a full tune up on the car. New ngk wires and spark plugs. New motor oil. Timing is good. The leading mark aligns with the pin when connected to L1. Then the trailing mark aligns automatically when connected to the T1. I always leave the timing gun on 0° when using it.
The catalytic converter is only 2 years old.
new O2 sensor.
I am thinking that maybe my temperature sensor isnt working well or maybe no signal.

Your car is running very rich. I had the same issue and it was because the air control valve diaphragm was torn. If the air pump and air control valve is not working the car will never pass smog. Assuming you have a factory cat, or a working cat the car should pass smog.

my car is stock. So at this point i checked everything except opening the ACV.
you were right the plunger in the acv was dry rotted and not working 100%
So after driving the car like that for 1yr and a half it burned out the cat since it wasn't sending air properly to the cat. Thats why i failed. Now the exhaust smells more like fuel than it ever did.
any cat suggestions?

You will need a good condition OEM cat to pass CA smog check, start posting WTB in the main classifieds.
