Does anyone know at what speed the airpump on the FC stops? Should it be on at 15mph? If not my first suggestion still might help...
Your Hc's are only off by a bit. Hc's are hydrocarbon parts per million. The higher Hc's the more gas coming through your tail piped that isn't being burned. Also use 87 octane it burns faster. retard your timing by 2 degrees. You'll should pass then.
My acura failed by like 20 hc's and it was becasue of a plug wire that had too much resistance and was going bad. I replaced it and it passed.

i'm leaning towards getting a better cat (hi-flow) possibly, and well the shop i went to said that electric airpump is "illegal" and the shop i know that doesn't do visuals does not have free re-test
so i am not going to waste another 60-80 just to fail smog....
so i have to take out my **** now... my ALREADY unhooked boost controller and fuel controller JUST because its test-only *sigh*

A few suggestions to add and/or support:
Run the gas tank down to almost empty, then dump a few bottles of Injector cleaner.
Lean it out until it just barely holds an idle.
Absolutely replace the Cat.
The first two are intended to reduce the amount of unburnt gas by simply reducing the amount of gas that gets into the combustion chamber. The last is the obvious and almost always does the job.
If you do all three and you still won't pass, may be time to find one of those grey market hook ups that require a $$$$ gratuity.
