both FD's i've purchased in my life time i've had to smogg the car after i purchased it before i can fully register my title with the DMV. Eventhough the owners had smogged less than a year before (which means its still valid) .. but DMV will only accept it if it was done within 6 months. Seller's not required to smog the car, but buyer can request it before the purchase in mutual agreement.
but back to the topic.... $1900 for smog is just retarded.... plus its done after cheap purchase of $2500 .... makes me wonder if he's super rich or otherwise...

So if you buy a running car and it's not smogged by the seller you are in for a world of hurt. Unless... the price of the car reflects an unexpected catastrophic failure, which is very unlikely that the seller would do that for you (especially with a car that runs).
