Getting around Cali emissions

It looks like the Washington state legislature has decided to go to the California emissions model. So, how do you get around the emissions and keep your cars on the road?

Have you been able to turbo FBs through emissions?
How about a NA ported engine, can you get it to pass?
What is the easiest modded rotary to pass?
