Radioshack sells a db meter. I'm not sure what the laws are regarding how to test it, but you could use one to figure out how loud it is. Or have it tested somewhere. I'm gonna look into where you can have it done. I'll post back if I find out anything useful.

From my understanding, you can only go to a referee station for decibel testing ONLY if you've been issued a citation. You can't just go there to ensure you are in compliance. Basically, you have to be busted in order to make an appointment.

As for the actual testing part:

http://www.smogcheck.ca.gov/stdPAge....n-Sep_2003.htm
"The Referee will conduct an exhaust noise level test in accordance with the Society of Automotive Engineers (SAE) standard J1169, May 1998, to determine if your vehicle's exhaust noise level exceeds the noise standard (95db)."

And according to this article about SAE standard J1169.

http://www.highperformancepontiac.co..._exhaust_bill/

"Under the SAE standard, a sound meter is placed 20 inches from the exhaust outlet at a 45 degree angle and the engine is revved to three quarters of maximum rated horsepower. The highest decibel reading is then recorded."
