if the line running from the UIM to the boost gauge is not kinked i would be looking at the boost gauge itself as the problem or one of your intercooler pipes is not connected.

i checked for kinks, couldn't find any, i know the turbos are working, i can feel the primary kick, then 4500 i get the drop then full boost again a second after that.

tomorrow after work i'll run the vaccum line again.

Put your mouth on the sensor and suck/blow on it.

mechanical or electric?

blow through the sensor and see if you can get it into boost. if you can then most likely you picked a vac source that does not see boost.
