I suggest a wheel barrow and a shovel as well.

You're not looking to lay down that much concrete...are you?

get some bolt cutters, you shouldn't need to borrow it for more than a day tops even if you plan on laying a 10x14x6-8 slab

Nope, but you do very well with your smog hookups. Some how, you make it all legal for all of us.

Any tractor/ equipment rental place will rent one for less then 100 bucks. More like 50 a day. They are also light enough that you can move it around by your self.

Also rain doesnt really have that big of an effect on concrete. Concrete will actually set up under water. It is a chemical reaction not a mudd hardening. If it is only sprinkling you will be fine. Are you going broom finish, steel finish or stamping? I have layed thousands of yards of concrete.
