I had to replace my ECU and could only get a federal one on ebay which does not control the EGR and my NOx is considered gross poluter by about 4x the max. I don't know of any way to lower it. I will try a new O2 sensor, smog pass fuel cleaner stuff, octane boost, race ruel, cold iridium plugs and maybe a cold air intake. If that doesn't do it then I eitther have to borrow a PM6-L09 ecu or pay a tip which is $400 less then a ECU at wholesale tech cost.

I got lucky. Went to a new junk yard and they just received a 91 CRX Si. They let me ****** the ECU before they were supposed to release it.
To pass smog, I think hotter plugs is the key, not colder. Hotter combustion temps should keep the cat converter warm, which will help it work better.
Also, be sure you heat up the cat converter right before you have the car tested. Keep the RPM's high for a few blocks before the smog shop.

If the red head was driving the car, chances are the smog tech would be distracted, and the car would pass.
