budget? taste? sizes?
Usually, you pick a vendor based on what wheel lines they carry. You can get a nice set of SSR wheels from Tire Rack. Best place to get tires is Tire Rack as well.

1200 for even just wheels is pretty low budget. I hope you didn't mean $1200 for wheel AND tires.....
One of the cheapest quality wheels I know of with FD friendly sizes/offsets is the SSR GT-1, which is $375/wheel in the 17x9, +45 offset (at the Tire Rack). That comes to $1500+shipping (and tax if applicable). Quality 255/40 tires are in the $120/each range and up. So basically, it will cost you about $2000 total for decent wheels and tires.
You can always get cheaper wheels and tires, but what would be the point? You will be sacrificing quality, ride, and handling.
