You aren't going to get decent coilovers for that price unless you can find a good used set. Your best bet would be to get a set of Koni shocks and use your stock springs. Koni's have a 3 position perch so you can still get "some" lowering without lowering springs.

If you want to "impress the girls" - most any high performance springs will be stiffer than stock, which isn't exactly soft to start with.

+1 on a good set of Koni's, they will do fine with twisties on public roads, and there is a **** for adjustmetnt when you want something stiffer. Lots of places have decent prices on these shox.

Out of curiosity, would you be able to go lower with just lowering springs or the konis with stock springs?

You always have the option to add the Ground Control Coilover Sleeves to Koni shocks at a later point in time (when you finances permit it). It's a good way to work your way towards a coilover setup, without just taking the plunge all at once. The Koni/Ground Control setup is a decent proven setup so it's not exactly like you'd be settling on something "less".

Getting decent shocks first, is more important IMO.
