Repolishing Polished Lip

The polished lip on my rims seem to have some sort of build up on it and I can't for the life of me rub it out. So far I've used regular soap and water then 409 with some major elbow grease. It's not really bad build up but it does look something like water spots that form on cars. How can I go about doing this on my own. I'd like to try on my own before I resort to taking to a professional "re-polisher".

You got pics of it? My wheels were really messed up before, since there's a clearcoat usually on polished lips. So I had to sand it all off, and repolish it again after that.
