Narrow tires = Quick steering response.
Wide tires = Slow Response
Wider tires offer more contact area, but as contact area increases, traction decreases over a set area. The rear has more traction, but not as much as the width would suggest.
Although bikes have a 50/50 weight distribution, they must be accelerating to attain maximum traction. This acceleration shifts weight distribution to a ~65 rear ~35 front. It is better to have a big rear tire for the additional load and a small front for steering.
That is why they do that.
