Rebuilding FD steering rack

I have a question after reassembling my rack having depowered it. Followed one of the build threads and it says when putting the guide in, that puts pressure on the back of the pinion shaft and you lock off with the large nut, do this up to 43ins/lbs and back off 25degs. I don't have a torque wrench that goes that low. Mine stops reading at 6ft/lbs and hence when I try and use this the rack feels draggy. Anyone got any tips on getting the tension right I assume if too loose the pinion will try and push away from the rack under load?
