offset help

Will these fit an FD?

Front - 17x9 40 offset
Rear - 17x9.5 38 offset

Rears are cutting it close but should be fine with 265/40 17.

The fronts are a very aggressive fitment. You'll have to stay at close to stock ride height or it will be very easy to catch the fender lips. Stick with 245/40 17 to reduce this.

What about a 17x8.5 with a 35 offset for the front?

That's about the same. You need to look at other wheel manufacturers...
