Installing stock hats on Koni Shocks

i ran into a problem trying to install the stock shock hats on the koni shocks.
the rubber retainer that hold the spring,hat etc. does not fit over the shaft on the koni shocks. does it just need to be drilled out or am i missing something?

here's a picture i found that shows the rubber retaining peices i am talking about mounted on the konis like they should be.

Yes, drill to enlarge the hole.
