FD rear brake caliper installation problem

Installed new "reman" rear brake caliper on one side FD, since the old one had a binding piston (I could not get the piston to turn all the way back in).

After mounting, realized that the emergency brake rotating arm on the new caliper has minimal movement before tight, (unlike the old caliper, or the used one on the other side- which has almost a 1/4 rotation before tight)-- thus the emergency brake cable was too short to install.

I pressurized the hydraulics (hoping that this would allow some more piston slack), instead caliper is not releasing on this new caliper-- I cannot turn the hub, as if the brake is on-- even though the spring is on the e-brake arm, and the cable is unattached. (Working fine on the other side).

Is this "new" caliper defective?
Was there a step of e-brake adjustment that I missed before mounting the hydraulic lines?
Can I get the caliper off by detaching the lines?

i actually have the same (or a similar) problem with the driver's rear on my FC. i'm leaning toward the caliper itself, too. mine turns (though not freely) until i torque the wheel on it, then it's impossible to turn it. passenger side behaves perfectly.

i disconnected the e-brake and my piston moves just fine. however, as i said, once i put the wheel it doesn't turn any more. i have to remove one of the pads in order to roll the car in and out of the garage.
