FC Front Suspension Bind (lower arm)

Hello. I am rebuilding my FC and I just installed my front lower suspension arms with poly bushings. I torqued all bolts to the lower end of the factory values.

The lower arm moves VERY slowly with me standing on the end of it (160 pounds). Is this the way it is supposed to be?
