No, you don't have to buy new springs when buying new struts. You will need to new springs if you want your car lower with the new struts that you are getting. There are 2 choices in what kind of spring you can get. You can get a linear rate spring, or a progressive rate spring. Linear rate, means that when more load is placed on the spring, the spring compresses at the same rate through its whole range of travel. A progressive rate spring gets progressively stiffer as the spring compressess. Linear rate springs are preferable for racing applications as they are more predictable. Progressive rate springs are a good compromise between ride comfort and good handling.
I recommend Eibach springs myself. You can get the Eibach Pro Lowering kit which is a progressive rate spring, or you could go with Eibach's ERS series which are linear rate springs. Lots of people here recommend H&R springs, I don't know have any experience with them myself, but I'm sure they are fine as well.
