Tune to Win by Carroll Smith. Go to amazon.com and search with his name, click on Tune to Win and it will show you a few more good ones to read by Fred Puhn, Herb Adams and Alen Staniforth. Happy reading
One suggestion I have is to tune the "nut behind the wheel". You know...the spacer between the fr/rr wheels...the DRIVER...
To tune a suspension properly the driver needs to turn consistent laps. When you have a very consistent driver turning laps within 0.1 seconds, then the suspension engineer, can be sure that his/her adjustments are impacting a change in the laptimes.
Of course suspension engineers sometimes tune for a particular driver's taste in the way s/he likes the car setup; so perhaps consistent driving isn't all that, more than it's the driver who likes oversteer with dartiness (cuz it's fun, not cuz it's FASTER
. In this case it's "Tune to Earn--cuz the customer wants the car that way "

I HIGHLY suggest checking out 'High-Performance Handling Handbook" by Don Alexander. It's printed under the Motorbook Workshop series. It talks about vehicle dynamics, shocks/springs, chassis braces, vehicle weighting, tuning, aerodynamics, brakes...everything.
Anything by Carroll Smith as the other guys have said; reading anyone else is a waste of time. Tune to Win, Prepare to Win, Drive to Win, Nuts, bolts and fasteners, plumbing... Carroll has it all.

How to make your car handle is pretty good, but it's a bit old. Most of what it talks about is completely valid and useful tho. I second the vote for Carrol Smith, his stuff is very good. The guide to fasteners is informally titled "screw to win" btw
