The Texas DPS will give you a few thousand for a new vehicle if your current car fails emission inspections.

It all depends on your mods and tune.
I have a lightly ported modded FD with a GT35R single turbo and working air pump. Every year I re-install my hi-flow cat and special emissions map.
Then it passes legally!
