Photoshop my friend, photoshop..
Make one layer black&white and one layer in color, then erase the areas you want in color from the b&w-layer.. voila!

 

I've seen them do it in videos, too, like Sin City- I can't believe they're really roto-scoping that crap though. They'd have to film that movie like, 5 years before they wanted it to come out.

 

Or you can actually select a certian color from the whole image. Lasso out what you dont want focused and desaturate the rest of the image that wasnt selected? :idunno:

I made an example with my car. Took only 10 mins, would be even less just to do something like wheels, and I added motion blur to the background.

Yeah i'm not concerned with my wheels right now, thats last. This is my order as of right now: s5 exterrior swap, front lip, paint job, racing beat exhaust, front mount, drop the car, then wheels.

 

Also there are some cameras that have that function built in.
