Question DPS "Recognized Repair Facility" in AUS

Is anyone aware of a shop in north Austin that is on the DPS list of "Recognized Repair Facilities" that would know their way around a rotary? My 90 GTU won't pass emissions and I want to get a low mileage waiver from DPS, but they require that I spend $100 to try to get it to pass. Some of the shops on the list ( http://www.txdps.state.tx.us/vi/Misc..._list_city.asp )are:

Rising Sun
Elite Import Auto Service
Friendly Auto Care
DAVES ULTIMATE AUTOMOTIVE INC

Can anyone recomend any of those places (or recomend against them)?

JC Auto Spec is on that list, but they don't wan to work on rotaries any more (thanks a lot, John!!)

Anyone have any experience with Rising Sun? I talked to them on the phone, and they seem like they might be able to help. The guy I talked to didn't seem to confident about the rotary, but if I get them to do an hour of diagnostic work and an oil change, that will probaly come to over $100. That's all I need.
