my friend has a to4 60-1 cold side, and a .96 exhaust,.... its rebuilt with no shaftplay and spins very well i could get it for an awesome price, so im thinking of going with this, and ext WG, and manifold, instead of a hybrid...

what kinda power would this turbo make at 12-15 psi?...

You didn't list turbine trim, but I'll assume its a P-trim. Most running a 60-1 on 13b's are seeing anywere from 320~435 at the wheels running 10~16 psi of boost. It's really hard to narrow it down because everyone runs different ports, intakes, exhaust manifolds, exhaust systems, different tunning, etc and dyno's all read different.
