Bigger wastegate is needed for lower boost while a smaller wastegate is needed for higher boost. Well You dont need a smaller wastegate for higher boost. You just dont need to bypass as much exhaust at higher boost levels.

a 38mm is usually ok on stock ports at around 12 psi on a medium sized turbo. it mattes how well the wastegate is positioned on the manifold and how you are plumbing it tback into the exhaust if it is at all plumbed in. and the size of the exhaust matters as well.

I won't use anything short of a Tial 46mm (new 44mm?), or HKS 50mm / 60mm wastegate.
You have been warned.
