Wastegate gap

I purchased a HKS 50mm wastegate from a member and noticed theres a gap between the plunger and the housing. This is my first external wastegate so I'm not too familiar with them. Is this normal?

From: look behind you

You should have a valve seat that goes between the wg and the manifold.
