well simly put the wastegate is what controls the exhaust flow into or around the turbo in order to control boost. the bov is what releases all the built up pressure between the throttlebody and the turbo after u let off of the gas.

thanks. im putting the intercooler from a volvo 760 in my 1st gen where the ac was. it seems to be a pretty nice intercooler. and im using some of the piping. is a wastegate something that gets plumbed in between the filter and the inlet of the turbo?

wastegate controls exhuast gas bypassing the turbo

BOV dumps compressed air, bypassing the engine all together

they pretty much have the same role, the wastegate deals with HOT stuff, the BOV with cool stuff, thats the easiest way of looking at it

A wastegate is actually situated on the exhaust manifold between the exhaust outlet on the engine and the turbine inlet. The wastegate makes sure the turbine only get enough exhaust gas to to the turbine to turn the compressor which provides flow for the required amount of boost you are running.

A portion of the exhaust gas goes to the turbine inlet to turn it, once it the gas turns the tubine, it exits out the turbine outlet. The other portion of the gas which does not go into the turbine inlet is routed through the waste out a dump tube which vents to the atmosphere (open loop), or another option is to route the gas back into the exhaust piping after the turbine (closed loop).

Here is what happens when I'm bored at work. The pic is what a open looped system would look like, for a closed loop the WG dumptube would be routed back into the downpipe at least 18 inches away from the turbine outlet.
