wastegates don't make power. They are used to control boost by opening up to release exhaust pressure when a preset psi is reached. The wastegate uses springs different pound springs depending on what type of boost you are looking for. once the corresponding psi is reached the wastegate opens and lets the exhaust gasses out to stop the turbo from boosting past the wastegate spring pressure. A boost controller can be used to increase boost past the set wastegate spring but never before.

What is a wastegate? Consider it a speed regulating bypass valve, by opening and closing at a given moment it will either allow or divert exhaust gas to or from the turbine wheel and regulate turbine speed. By doing this it regulates compressor speed and thus boost pressure.

You wont make more HP as it gets bigger higher HP better flowing engines require better breathing and thus larger or even two wastegates can be needed depending on the app.
