Waste gate and BOV for particular setup

i am actually building my own turbo kit with a garrett T04E, stainless steel manifold and im not porting my motor just 3mm seals , fmic ,fuel pump ,1320cc secondaries,850 primary, jacobs rotary pro pack,PFC, i want low end boost big time, no cats,dual stock mufflers or similar ,,"no noise"
What is the best reliable wastegate. for this purely street car with low end boost as the main objective, AND is the greddy universal blow off valve sufitient enough if i buy the greddy elbow with the flange to hold it , or do I need more...

There was a similar thread on wastegates not too long ago...
Tial and HKS are the best, IME, and that's the concurrent opinion of most of the folks on here.
