im not too sure as i bought the turbo used from a freind and he said it worked great for him and it works great for me too but it just dosent seem right for it to do that but maybe there just isnt enough exhaust pressure to keep it spinning

Is there any shaft play? What RPM does the car idle at? Any porting?

No, I don't think your turbo should ever stop spinning anytime the car is running. Exhaust pulses will always spin the turbine wheel, thus spinning the compressor wheel as well. Even if you have a leaking manifold gasket, I would think it should still spin. You might want to pull it off(the turbo) and take off the housings and inspect everything. Make sure there is nothing restricting it from turning. Also, do a compression test.

Some shaft play axially and radially are normal, but feel for contact or restrictions when spinning. Does it feel like it spins freely?

Your fine. Big turbo, small stock ports = turbo not spinning at idle.
