TO4E or rebuilt twins w/ upgraded secondary

I'm trying to decide whether to go with

1) TO4E single
2) Rebuilt twins with upgraded secondary
3) 99 turbos

Money is an issue here (I'm married) but I know there can be some issues with each

The rebuild would be by BNRSupercars for $1250
I found 99 new turbos for $2300
A new TO4E is around 3K plus getting a rising rate FPR

what should I do???

I would go T04E, best HP for the money, and will cost less in the long run, I was looking into getting another group buy on the XS T04E/S kits. I would be down for a T04E, anyone else?

If you could start a TO4E group buy I'd be very interested - maybe if we could get a few people, Jason could hook us up. Anyone else.

ok I am new to all of this so please inform me on a few things.
T04e; how much power RWHP can you get out of this?
99 turbos; whats the difference or improvement with these.
T04s; is this better or worse than the t04e.
thanks guys.

TO4E - 350-400whp depending on engine condition, porting, boost, A/R. These numbers for about 15psi.

99 Turbos - More efficient than regular stock 93-95 TTs. Said to flow 20% more than older models.

TO4S - Higher flowing, higher power, higher (more) lag than T04E. Still streetable. Probably about 420whp at 15psi.
