Is the side port of a Wastegate supposed to hold pressure?

Is the side port of a Wastegate supposed to hold pressure?

When I apply pressure to the side port of my 44mm Tial the valve opens at the proper pressure, but then it closes as the pressure is maintained. I found some information that the seal around the valve shaft isn’t supposed to seal perfectly, but what is normal? I would think that in a perfect system, it would not leak any pressure. Are other WGs the same (JGS, Synapse, etc)?

the side port won't hold pressure but the top port will. My HKS was like that as well as my current Tial 44.
