problem building boost

problem building boost

I've been tring to figure this out for a while and have run out of ideas, so I'm asking for suggestions...

Specs - 94 single, full exhaust system 3.5", turbonetics t-62, ss header, tial waste and BOV, larger intercooler,no emissions, PFC w/ datalogit, 550/1600cc inj, walbro fp, greedy fpr, wideband O2

Problem - Will not build over 10 psi boost.
Have wategate set to 15 (1 bar spring) - it is not opening becasue I would hear it since it is open to atmosphere. Engine seems to be ok - will idle smooth at 950 with 12-14" vac and runs strong. I have checked for leaks by blocking of intake system at turbo outlet and putting compressed air into vac fitting - "holds" pressure for the most part - found one small leak, but did not help. When accelerating at around 3500 it will start to build boost up to 5psi then around 5000 it will get up to 9 and stay there until red line. Had turbo rebuilt - no differece (had some shaft play). I'm running 10.5 - 11.5 a/f during boost.

What could be the problem?

I am going reply for two reasons. One to move this to the top and hopefully get a response. Two, because I have the same problem and want to hear the response. My set up is similar except mine is an 87'. Boost on a cold dense day doesn't much above 11 lbs. at 7k. I am sure on a hot day it would be less. My timing is correct and not too conservitive, my turbine housing is small and the idle vac is around 18.

Help us both please.
