ignition stays on with key out

i just installed a single turbo setup on my 93 touring and im having issues with the ignition staying on even with the key out. i was working fine with tho old set up. now i have done these mods:

steering wheel, no air bag or clock spring
single turbo
apexi pfc
disconnected soleniods, taped up harness and left connectors on, no resistors
polyuerathane motor mounts, engine sets a little higher
stainless oil metering lines

when the battery is connected it like the key is in the on position all the time. the lights surge a little when i try to start the engine but the starter doesnt do anything. i dissconnected the computer and the problem doesnt go away. the battery is in the trunk where its been before i started the project. i checked to see if i had a god body ground and good connections on voltage side also. battery is new and fully charged. i know my way around an electrical system pretty well but this has my mind in a bind!!! please help

so it turns out that the starter seloniod was stuck and the source voltage from the hot lead was back feeding through the ignition wire causing all my ignition controlled functions to turn on.
