Depends on the turbo and the boost you want to run. The wastegate is what keeps your turbo from spooling to infinity so you have to know how much flow you need to get rid of to control boost. Having an oversized wastegate isn't a big deal, having too small of a wastegate is a problem since it will be causing boost spiking and boost creep.
