Double Throttle block off plate?

Sorry I have to post, but I am not sure about the double Throttle block off plate. I am having the plates made for Me but can not figure out what this plate covers. I searched and read the shop man. I know where the actuator is and does but what or where does the block off plate go. I think it might be under the upper Intake mani, is this it?

Thanks

If you look at the pics of the block off plate kit Jason sells there are 2 aws, egr, acv, and double throttle? The 2 aws are easy and so are the acv, and egr, but there is one plate that looks like an s that must be for the double throttle. Either that or the pic is wrong. Any help is great I must have these made Monday.

I make those plates. The S one is a ACV plate. It fits over the stock gasket perfectly. The one at the top left is the double throttle plate. The double throttle actuator is on the upper intake manifold by the throttle body.
