Dead turbo?
What are the symptoms of a bad turbo? I think mine is going bad or already is because when i'm at high rpms (5-7k) the hissing sound from the wastegate starts to sputter and the power starts to fade off way before redline. I don't have any mods and my fuel injectors have already been cleaned.
If it is my turbo...would it be wise to send it out to get rebuilt or just buy a new one?

Check all the simple stuff first like making sure you havent blown off a coupler or clamp. Its gonna probably be cheaper to get it rebuilt if the seals in the turbo are just blown but if there is damage to the wheels or housings you may as well get a new one.

Internal rebuilds run around $250 typically, thats if you don't need any wheels, etc.
Dynamic oil seals usually go after awhile, and you'll see oil leak into the compressor housing and then into the intercooler pipes. Easy way is to take off the exhaust and move around the wheel. See if it has any in-out shaft play. A small amount from side to side is normal on a used turbo (but very, very minimal) - if you have in and out play.. then you're internal bearings have probably taken a dump.
