Sounds like you need a better vacuum source. Try a thicker vacuum hose to the BOV. This happened to me and I though the spring was too strong for the boost I was running and I ended up cutting it to the point where at idle it would stay open and it would still surge every time I let go of the pedal because the problem was that the vacuum hose I was using was too thin and it took too long for it to transfer that vacuum to the BOV, it would open but after surge had already occurred.

You could also have a broken diaphragm. Check the hose first. Was it working w this hose before or is it a new install?

If it was working fine before as it was you probably have a small tear in the diaphragm. I would remove the BOV and disassemble it to see if thats the problem.

Good luck!
