ACK!! wastegate woes again!!!

ACK!! wastegate woes again!!!

i cannot get the inlet of the 46MM tial wastegate to NOT leak?
its a valve seat welded directly to a extension pipe then to the wastegate. no inlet outlet flange. the ring is hard to get over the piston in the wastegate. i can get it over but it wont seal? it leaks.... im going to attach pics so you can see.
the first pic is the gasket i used on the outlet flange which works great.
the 2nd pic is the valve seat which is on the inlet flange and i cant get to seal.
the 3rd is the inlet outlet flange that should be on it but its not (for inlet).
is there something im missing to get it to seal? the gasket doesnt fit over the ring that goes into the valve and just doesnt seem to be right.

im wondering, should the valve seat be a "Force" fit or lose onto the valve? should i be able to push the valve in by hand?? it doesnt seem to move at all when i push it.
