I'd say there aren't really any good shops around you. Sure there may be some places that can rebuild it but how long will it last etc. Plus they will charge you alot.
I'd say just upgrade to a full T04 or find someone selling a good used turbo if you don't want to spend alot of money. If you are set on rebuilding it go with a good vendor like BNR (search the 2nd gen section).
