North Carolina Front License Plate Bill

NO HOLES REQUIRED, JUST PLENTY OF DUCT TAPE.
HERE IS MY LETTER OF CONCERN TO OUR HARD WORKING LEGISLATORS,
Dear Esteemed Members of the North Carolina Senate and members of the Senate Transportation Committee:
I recently heard about Senate Bill 673, proposed by Senator Janet Cowell, that would require dual license plates on all automobiles registered in North Carolina. This is great news for the tax paying citizens of North Carolina, our state is in excellent financial condition; we must have a substantial budget surplus! How else could our elected representatives afford to give each and every vehicle owner a second license plate? I really can't imagine what I could do with a duplicate license plate since none of the vehicles I own and drive on our pothole infested highways and back roads have any provision for carrying a second plate. I guess it could be used as a spare in case I loose the original plate or it gets damaged in a rear end collision as I am sitting in Raleigh's traffic jams trying to go to work in the mornings and return home in the afternoons.
Senator Cowell's proposed bill must signal that the DOT has sufficient funds to complete the remaining sections of I-540 and there will be no need to charge tolls since the state has all the necessary funds to complete this project, meet all of our other critical transportation needs, and can afford to graciously provide a duplicate license plate for us to use if the need arises. While I am rejoicing at the excellent financial position of our DOT that this proposed bill insinuates, I really feel that I would much prefer to request a second license plate when and if the need arises to replace the original plate issued for a particular vehicle. I also feel that it would be extremely greedy of me to own two identical plates when I can only use one at a time on a vehicle and would like to suggest that the funds required to manufacture these duplicate plates could be better used adding a couple of ferries to better serve the outer banks and our legislators when they visit that part of the state to attend public events. In fact these additional ferries could be properly outfitted and set aside for the specific use of elected officials so that the public ferries would not have to be commandeered as party boats during special coastal events.
If these suggestions do not pique your interest and support, I am sure that there must be some higher callings for the use of these funds and if worse comes to worse you and your colleagues might consider lowering the gasoline taxes on your constituents to offset the higher fuel prices we are now paying every time we fill up our tanks and engage in the commerce that is so essential to generating the taxes that give you the resources to come to Raleigh, examine the essential needs of this state and its citizens, and allocate these taxes to address the critical needs you identify. Without question I, and perhaps many of my fellow citizens, would consider a tax reduction of a few cents per gallon a much more worthy use of these excess funds than the extra license plates. In closing I'd like to say the taxpayers of North Carolina appreciate our Senators thinking of us but we're not quite sure what y'all think of us based on the bill Ms Cowell has proposed. Please, carefully consider Senate Bill 673 and do not support it or pass it out of the Transportation Committee.

I didn't read all that, so forgive me if I am repeating something already said...
They probably want to institute front plates so they can then install traffic camera that will get both your face and the license pate number in one shot.
