02 sensor values.

I have brand new 02 sensor. Rtek still displays the values from .78 to .81 volts from 1400 rpm to 2100 rpm.
Is this normal? Im thinking the cable may be ripped somewhere.....
Where does exactly that cable go on the ECU port (cable color, from left to right wich one)?
Im thinking to throw a line directly to the O2 sensor..

help is appreciated thanks.

If the sensor is brand new, I doubt its the sensor, its probably the wiring.
