New NHRA Rules Regarding Clutch, Flywheel, and Scattershield

Hi Guys,

I've heard that the 2015 NHRA rulebook has been updated with some new rotary-specific rules.

Here is a LINK to the rulebook with the ammendments.

Does this mean ALL streets car running faster than 13.49 at an NHRA track will need a SFI approved flywheel/clutch? and Under 11.49 needs a scattershield? Or is this specific to the classes mentioned in the rulebook?
